One Gadsden Foundation, Inc. is inviting qualified firms to submit proposals for the design and construction of a new Multipurpose Teen and Community Center. This center aims to provide a safe and engaging space for the youth and broader community to gather, participate in recreational activities, and access various programs and services.
Project Overview
One Gadsden Foundation, Inc. (OGF) has been awarded a federal appropriation through the U.S. Department of Housing and Urban Development (HUD) to acquire property and build a new Multipurpose Teen and Community Center. OGF is soliciting proposals from qualified firms for the design and construction of the facility that will cover 17,000 square feet. The proposed center will be located at SR 12 and Short Cut Road, Havana, Florida 32333. The lots are cleared and ready to build (Parcel ID 2-34-3N-2W-0000-00241-0000). The project encompasses the design and construction of a facility that includes, but is not limited to:

INTERIOR (17,000 sq ft.)
• Banquet hall/Recreational space
• Lobby
• Ten (10) multi-use rooms
• Commercial-grade kitchen
• Multiple restrooms
• Storage/File Rooms
EXTERIOR
• Outside dining area in front of kitchen (concrete, pebbles, etc.)
• Outdoor recreational areas (Basketball, Soccer, Tennis multi-use)
Objectives
The primary objectives of this project are:
• To create an inclusive space that meets the needs of teens and community members.
• To design a sustainable and energy-efficient building.
• To provide a flexible and adaptable facility for various community activities and programs.
Scope of Work
All project design work including exterior site and new building, and MEP and voice/data is to be included. Design work is expected to be completed by June 30, 2025. The design-build firm will be responsible for:
• Developing architectural design.
• Obtaining all necessary permits and approvals.
• Coordinating with city officials and stakeholders.
• Constructing the facility as per the approved design and specifications.
• Ensuring all safety and quality standards are met.
• Providing post-construction support and maintenance for a specified period.
Submission Requirements
Response shall be typed and each page numbered consecutively. Submittals must be limited to 40 pages. Covers, table of contents and divider tabs will not count as pages, provided no additional information is included on those pages. Electronic submittals are preferred via the email provided and must be received by the date/time requested. Firms interested in submitting a proposal should include:
• A cover letter expressing interest in the project.
• A detailed proposal outlining the design concept, project timeline, and cost estimates.
• Profiles of key team members and their relevant experience (including licenses and resumes, supplemental information, etc.)
• Examples of previous similar projects completed by the firm.
• References from past clients.

1. APPLICANT’S DESIGN/BUILD TEAM:
a. List total number of applicant’s personnel, for the applicant office location, by skill group (e.g. project managers, estimators, project engineers, superintendents,
registered architects/engineers, technical staff, drafters, etc.)
b. Provide resumes for everyone listed in section 1a above.
c. Provide a copy of the current Florida Contractor’s license and the current Florida Architect’s license for the applicant Design/Build Team.

2. EXPERIENCE/REFERENCES:
a. List the five projects for which the applicant has provided/is providing design/build services which are most related to this project. In determining which projects
are most related, consider related size and complexity; how many members of the proposed team worked on the listed project; how recently the project was
completed. List the projects in priority order, with the most related project listed first. Two of these projects must have been completed by the proposed design/build
team as Architect/Contractor on those singular projects. Please note if any projects have been included in the National Environmental Policy Act (NEPA) and/or HUD’s
Environmental Review for federally funded projects.
b. For each of the listed projects, provide the following information: construction cost (original contract cost and final construction cost), current phase of development,
estimated (or past) completion date, type of construction services provided (design/build, CM at risk with GMP, CM-agency, general construction-low bid, negotiated
general contract, subcontractor to prime), Owner’s contact person and telephone number.

3. SUBMISSION OF RFP:
Bid Submission Requirements:
a. Detailed Cost Estimate: Please provide a detailed breakdown of your estimated costs for this project, including labor, materials, equipment, and any other relevant
expenses.
b. Proposed Timeline: Outline your expected timeline for the completion of this project, including key milestones.
c. References: Include references from previous projects of a similar nature.
d. Licensing and Certification: Provide proof of your company’s licensing, insurance, and any relevant certifications.
e. Subcontractors: Specify any subcontractors you plan to work with on this project including your Resident Employment Plan.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
• Creativity and feasibility of the design concept.
• Experience and qualifications of the design-build team.
• Proposed timeline and ability to meet deadlines.
• Cost-effectiveness and budget management.
• References and past performance on similar projects.
Timeline
The expected timeline for the project is as follows:
• Invitation to Bid Issued: March 24, 2025
• Proposal Submission Deadline: April 11, 2025, 3:00 pm
• Selection of Design-Build Firm: April 18, 2025
• Project Commencement: April 21, 2025
• Design Completion (with Bi-Weekly Reviews): June 20, 2025
• Project Completion: December 31, 2025
